Abstract

v>Government Employees with Employment Agreements (PPPK) in central and localgovernment organizations are currently quite large in number but do not have legal certaintyin their arrangements. So, it is important to conduct a study that in this case limits a problem:(1) How do the provisions regulate the legal certainty of the management of governmentemployees with employment agreements? (2) How is the implementation of legal certainty ofgovernment employee management with employment agreements in Indonesia? (3) Whatshould be the legal certainty of government employee management with employmentmanagement with employment agreements in Indonesia in the future? After conductingresearch using normative juridical methods, it was found that (1) Management ofGovernment Employees with Employment Agreements contained in Law Number 5 of 2014Article 93 (2) The implementation of PPPK legal certainty in Indonesia currently focuses onhealth workers, educators and agricultural extension workers, and if PPPK recruitmentoutside these fields must be preceded by a Government Regulation that regulates therecruitment of other fields (3) The government should give priority to non-permanentemployees to become PPPK, this is done as an effort of legal certainty to non-permanentemployees who have served for many years. That the State Civil Apparatus consists only ofcivil servants and PPPK. However, in reality there are still many non-permanent orhonorary employees who are in the environment of government agencies, Seeing the largerole and contribution of non-permanent employees to government agencies, it is hoped thatnon-permanent or honorary employees will be made regulations to be able to directlybecome PPPK.Keywords : Juridical Analysis, Legal Certainty, Government Employees With EmploymentAgreements (PPPK
