Abstract

The government's alignment with MSE actors who are the most important contributors to the economic, social, and political sectors in Indonesia itself can basically be seen from the ease of granting business permits for MSE actors which was issued with the issuance of Law Number 11 of 2020 concerning Job Creation. In this study, samples were taken in Kelapa Dua Wetan Village. With the formulation of the problem, namely: (1) What are the regulations for granting business permits for micro and small businesses before and after the Job Creation Act? (2) How is the implementation of granting business permits for micro and small businesses in Kelapa Dua Wetan Village after the enactment of the Job Creation Act? (3) How are the efforts made in implementing the implementation of business licensing for micro and small businesses in Kelapa Dua Wetan Village?. By using normative juridical research, the results obtained are: (1) Implementation of Business Licensing for Micro and Small Business Actors in UP. PMPTSP Kelapa Dua Wetan Village after the Employment Copyright Act and its derivative regulations were ratified, still issued Micro and Small Business Permits (IUMK) with a validity period of 1 (one) year but still served the making of Business Identification Numbers (NIB). (2) The implementation after the enactment of the Employment Creation Law regarding the granting of business permits for micro and small businesses in Kelapa Dua Wetan Village has not gone well due to overlapping implementation of the legal system and rules implemented (3) Efforts to implement the implementation of business licensing for businesses micro and small in UP. PMPTSP Kelapa Dua Wetan Village is carried out by continuing to serve according to applicable regulations, namely Pergub 30 of 2018 until the issuance of a Regional Regulation derived from the Job Creation Law and also providing assisted services to assist applicants in making a Business Identification Number (NIB) in accordance with the Law on Job Creation. Based on the findings in the study that there is still overlap in the application of the legal system and rules that are implemented due to UP. PMPTSP Kelapa Dua Wetan Village is still implementing a scheme for granting business permits for MSME actors using a legal basis in the form of the Governor of the Special Capital Region (DKI) Jakarta Regulation Number 30 of 2018 concerning the Granting of Micro and Small Business Permits. Therefore, it is necessary to have a derivative rule at the provincial government level that changes the implementation provisions of granting business permits for MSME actors referring to Law Number 11 of 2020 concerning Job Creation. In addition to the derivative rules, it is also necessary to increase human resources starting from training, socialization and further improved information such as information through madding, pamphlets, social media, FGD and counseling.
