New York as a center of world finance, international migration, and global institutions makes its local political dynamics have far-reaching international implications. This paper discusses this phenomenon by placing it within the framework of the relationship between local politics and global economic structures. The main problem in this study is how Mamdani's victory can be understood as a local political response to the structural pressures of the neoliberal global economy, as well as how it affects the role of global cities as sub-state actors in the international system. To answer these problems, this study uses the theoretical framework of International Political Economy, neoliberalism theory, the concept of global cities, and the approach of sub-state actors in International Politics. The methodology used is a qualitative approach through literature studies of academic books, scientific journals, and relevant documents. Key findings show that Mamdani's victory represents resistance to global economic inequality, the strengthening of progressive politics in urban spaces, and the increasing capacity of global cities as normative agents in international politics. This study aims to analyze how the values of religious moderation such as tolerance, national commitment, non-violence, and accommodation of local culture are applied in the social life of a pluralistic community to maintain harmony, as well as the challenges and strategies involved in sustaining cohesion. The research employs a descriptive qualitative approach with data collection techniques consisting of interviews, observations, and document studies. The findings indicate that the implementation of religious moderation values including national commitment, tolerance, non-violence, and accommodation of local culture has successfully minimized conflict and fostered social harmony. However, challenges such as religious exclusivism and limited religious literacy still require attention. Using qualitative content analysis of official meteorological reports, news investigations, and environmental expert commentaries, this study identifies that extreme rainfall triggered by tropical cyclone activity acted only as the initial cause, while structural ecological damage such as deforestation, watershed degradation, and land use conversion significantly amplified the scale of the disaster. The findings show that weakened ecological buffers increased the vulnerability of communities to floods and landslides, transforming the event into a humanitarian and security crisis. From an Islamic perspective, the disaster reflects the consequences of violating the ethical mandate of humankind as stewards (khalifah) responsible for maintaining environmental balance. Conceptually, this research uses the Theory of Religious Authority: Weber and Foucault, and power relations between the state, clerics, and society in the sociology of religion. Through a literature review approach, in the last two decades, social changes due to globalization, digitalization, and political transformation have created a new landscape in Islamic religious authority. By examining various academic literatures, this paper identifies three main formations of ulama authority: state, conservative-independent and progressive. State ulama authority is often institutionalized through official institutions and supports moderate Islamic projects as part of domestic policy strategies. Meanwhile, conservative and revivalist ulama emphasize the importance of purification of teachings and resistance to secular values. Despite its clinical advantages, the increasing use of NIPT raises ethical concerns, particularly related to medical decision-making when fetal anomalies are identified. This article aims to review the application of NIPT and analyze ethical issues arising from prenatal decision-making through the perspective of Islamic bioethics. This study employed a narrative review method by analyzing national and international peer-reviewed journal articles published within the last five years, focusing on NIPT, ethical dilemmas, fetal anomaly management, and Islamic bioethical principles. The findings indicate that NIPT is clinically effective and ethically acceptable as a screening tool; however, challenges remain regarding informed consent, routinization of testing, reproductive autonomy, and the potential influence of screening results on decisions related to pregnancy continuation. From the perspective of Islamic bioethics, medical decision-making following NIPT should be guided by maqāṣid al-sharī‘ah, particularly the protection of life (ḥifẓ al-nafs), consideration of benefit and harm, and respect for human dignity.
