In recent years, Indonesia has been increasingly faced with the phenomenon
of children associated with terrorism groups. These children can be the subject of
serious violence, where the impacts can be very dangerous and put their ability
to grow and develop. This kind of phenomenon should be a major concern for
Indonesia because, Indonesia holds the main responsibility to protect children
from various acts of violence. The formulation of the problem in this thesis is
“How is the handling of children associated with terrorism crime groups in the
STRIVE Juvenile Program in 2021 implemented by the Government of Indonesia
and UNODC?”. The theory used by the author in the formulation of this thesis is
Liberal Institutionalism developed by Robert Keohane and Joseph Nye which is
felt to be able to help and explain the cooperative relationship established between
Indonesia and UNODC regarding efforts to deal with children associated with
terrorism groups. Furthermore, the preparation of this thesis uses a qualitative
research approach to provide exploratory explanations to gain an understanding
of the reasons, opinions, and motivations underlying the implementation of
cooperation between the Government of Indonesia and UNODC in the STRIVE
Juvenile Program. Based on the results of the analysis, efforts to deal with children
associated with terrorism groups in the STRIVE Juvenile Program in 2021 are to
focus on the rehabilitation and reintegration of children based on human rights - 70 -
and advocacy approaches to children, as well as prioritizing the rights of child
victims involved with terrorism groups.
