Abstract

The implementation of National Social Security by the Health and
Employment Social Security Administering Body experiences a gap between
the law’s orders and the implementation of the National Social Security System
Law and the Law on Social Security Administering Bodies. strengthening the
function of the National Social Security Council in the draft law (Omnimbus
Law) of the National Social Security System and Administration, which was
analyzed using the theory of function according to Himawan (1980) and the
function of the National Social Security Council as referred to in Law Number
40 of 2004 concerning the Security System, National Social Affairs Article 7,
and the theory of implementation according to Edwards III (1980). The goal
of this study was to determine the role of the National Social Security Council
in the preparation of the Draft Law (Omnimbus Law) of the National Social
Security System and its implementation, as well as the obstacles, problems,
and influencing factors in the preparation of the Draft Law (Omnimbus
Law) System and its implementation. The results of the study stated that the
National Social Security Council has succeeded in conducting a study of the
Academic Paper on the Draft Law (Omnimbus Law) of the National Social
Security System and Implementation as an agenda for changes to Law Number
40 of 2004 concerning the Social Security System and Law Number 24 of
2011 concerning the Social Security Administering Body, which are included
in the Mid-Term National Legislation Program for 2020-2024 at the proposal
of the House of Representatives and the Government. Keywords: functions of
