Abstract

This study delves into a comprehensive analysis of renewable energy hurdles,
mainly the Solar Power Plant in Maluriwu Village, Sikka Regency, East Nusa Tenggara.
The primary focus is on delivering public services at the local level, specifically in rural
areas, through the incorporation of community participation concepts into the program.
The research adopts a qualitative descriptive approach with a case study methodology.
Data collection comprises two main components: primary data gathered through
interviews and observations, secondary data obtained from electronic media, and
relevant information about the research. The study's findings reveal a disparity between
community expectations and the actual implementation of the program in the context of
community participation. Additionally, the inadequate representation of the community
in the initiated forums raises concerns and dissatisfaction with the government
promised program. In a broader sense, the challenges associated with accessing
renewable energy in providing public services to rural communities necessitate a
comprehensive review to ensure alignment between proposed goals and their actual
implementation.
