Indonesian Migrant Workers (IMW) are Indonesian citizens, both men and women
who work abroad for a certain period of time based on a work agreement through the
IMW placement procedure. Indonesian Migrant Workers are very important because they
have provided foreign exchange for the national interest. However, along with the great
interest of Indonesian Migrant Workers to get jobs, especially in Saudi Arabia, the
problems that occur there are also increasing related to Indonesian Migrant Workers. In
this context, it is important to ensure that they receive adequate protection. Therefore the
main problem that will be asked in this thesis is "How is the Indonesian Government's
diplomacy in improving the security of Indonesian Migrant Workers in Saudi Arabia?".
The research method used is qualitative research with a case study research type. In this
study, researchers looked at the problems of Indonesian Migrant Workers in Saudi Arabia
and the Indonesian Government's efforts to improve the security of Indonesian Migrant
Workers in Saudi Arabia. This research will be analyzed using the theory of diplomacy and
the concept of human security. The government's incessant diplomacy to improve the
security of Indonesian Migrant Workers, is evidenced by the reformed Kafala System and
the establishment of the One Channel System. With the abolition of the Kafala System,
Indonesian Migrant Workers have the opportunity to apply for jobs directly through
government services and can obtain permission to change jobs or travel abroad without
having to obtain permission from the employer. Meanwhile, the One Channel System is
still in the integration process and records Indonesian Migrant Workers who will join the
placement system.
