This is the implementation of Regional Policy No. 12 in 2013, and implementation of Presidential Regulation No. 91 in 2017 about the acceleration of ease of doing business through the information technology-based licensing system (OSS). The research method used a qualitative approach by conducting interviews with informants to determine the phenomenon of the effectiveness of online single submission (oss) services. Another focus is 5 aspects of service quality from Parasuraman (1985). This study involved two research members from students in their thesis research. Interviews were conducted with a number of informants. The results of the research, the Effectiveness of Integrated Business Licensing Services Electronically through Online System Submission (OSS) has been implemented well.However, this OSS system still has many problems, both systemally and when the community wants to know information about permit applications through OSS. Five (5) aspects of service quality well done. The main obstacle is that the community sometimes finds it difficult to enter the OSS system. people who do not understand the OSS system to apply for business licensing. Not all people know information on how to apply for permits through OSS. There are still officers who do not fully understand the OSS system. The Kelating Traditional Village in Tabanan Regency has a variety of natural, cultural and recreational potentials that can be developed. One of the efforts that have been made is to form a BUPDA organization (Baga Utsaha Padruwen Desa Adat) to manage its potential in collaboration with the government and the private sector. This study analyzes the success of collaboration between the government, the private sector and local indigenous communities in managing the potential of ecotourism areas. The method used in this study is a qualitative research method by interviewing 7 informants including the Head of the Tabanan Regency Tourism Office, Bendesa Adat, community leaders and tourists. The results of this study<br />are that the government has a role through policies in the tourism sector in the form of developing infrastructure access and providing village fund allocations, the private sector has a role as an investor in providing tourist facilities and the community is involved in management through the<br />formation of the BUPDA organization. One of the main points within the Act is that the government should allocate 5% for health in the state budget (APBN). In fact, according to the Finance Ministry of the Indonesian Republic (2015), from 2010 to 2015, the health budget was only 3.3% on average. The literature shows the successfulness of NGOs to influence the change of government budget allocation (International Budget Partnership, 2000; Robinson, 2006). This research aims to examine why Indonesian NGOs failed to influence allocation of the health budget to 5% of the state budget during 2010-2015. There are two Indone-sian NGOs, which are examined as case study, namely Seknas FITRA and Pattiro. The data are collected from their regular publications such as policy brief and media press release. The locus of this research is 6 (six) villages in 3 (three) sub-districts, namely Parung District, Bojong Gede District, and Sukaraja District, Bogor Regency, West Java Province. The reason for choosing the location is because Bogor Regency occupies the 1st (one) position as the largest Village Fund recipient Regency in West Java, and West Java Province occupies the 4th (fourth) position as the largest Village Fund recipient Province in Indonesia in 2016. namely Rp.3.568437.985 (source: Directorate General of Fiscal Balance (DJPK) Ministry of Finance). District This study uses a post-positivist approach. Data collected through in-depth interviews, observation and documentation. The informants in this study is members of the People's Legislative Assembly, Deputy Chairman of the Special Committee of the Village Law, Human Resources Specialist of the Directorate General of PPMD Kemendes RI, Village Experts, Experts-TTG Bogor District, Village Assistant and Local Village Assistant, Head of District Administration, village apparatus, Section Head of DPMD Village Government of Bogor Regency. Assistance in Parung has an impact on the effectiveness of the use of village funds. The assistance in Sukaraja district has not yet had an impact on the effectiveness and efficiency of the use of village funds. This research method is called descriptive qualitative research (Creswell, 2008).
