Pola Hubungan Negara dan Civil Society

Abstract

Tulisan ini dikembangkan dari hasil penelitian dengan tema sentral strategi penguatan civil society pada aras lokal Sumatra Barat dengan menitikberatkan pada proses adaptasi dan respon civil society terhadap kebijakan/regulasi yang diintrodusir pemerintah sebagai penyelenggara negara. Gerakan civil society yang menakjubkan juga pernah menyentakkan mata masyarakat Sumatra Barat, terutama, melalui sepak terjang tiga gerakan berikut: Forum Peduli Sumatra Barat (FPSB) yang berhasil menghantarkan 42 dari 43 anggota DPRD Sumatra Barat ke meja hijau untuk mempertanggungjawabkan ‘korupsi berjamaah’ yang dilakukan anggota dewan yang terhormat itu. Penelitian ini dibangun di atas paradigma post-positivisme dan pendekatan kulitatif. Temuan penelitian menunjukkan, kebijakan/regulasi yang bermuara pada terbukanya ruang publik dalam penerapan demokrasi, telah mendorong perubahan dalam metode dan strategi perjuangan civil society di daerah Sumatra Barat.

This paper was developed from research with the central theme strategy strengthening civil society at the local level of West Sumatra with emphasis on the process of adaptation and response of civil society on the policies / regulations introduced as the organizer of the state government. Civil society movements were amazing also been jerked the eyes of the people of West Sumatra, in particular, through the exploits of three following movements: Concern Forum West Sumatra (FPSB), which managed to deliver 42 of the 43 legislators of West Sumatra to court to account ‘corruption congregation’ conducted board members are honored. This study built on the paradigm of post-positivism and qualitative approach to research findings indicate, policy / regulation which led to the opening of public space in the application of democracy, has prompted changes in the methods and strategies of struggle of civil society in the area of West Sumatra.
