Kebijakan Luar Negeri Indonesia dan Malaysia Menghadapi Pandemi Covid-19

Abstract

Politik luar negeri adalah dasar dari hubungan internasional. Penyebaran Corona Virus Disease 2019 (Covid-19) menjadi gangguan serius bagi banyak negara di dunia. Situasi urgensi tersebut membuat multilateralisme yang telah dibangun mengalami pelemahan yang disebabkan oleh ide-ide nasionalis dan populis dari masyarakat di masing-masing negara yang berusaha menjamin keselamatannya. Artikel ini disusun untuk menjawab pertanyaan mendasar mengenai politik luar negeri sebagai pedoman tindakan negara dalam menghadapi pandemi. Penulis melihat bahwa dikotomi antara negara-negara berpenghasilan tinggi dan menengah tampaknya menjadi hal yang tepat ketika kita melihat bahwa kondisi pandemi menunjukkan bahwa dampak ekonomi dan kesehatan akan menyebar dengan cepat ke negara-negara berpenghasilan rendah dan menengah, di mana sistem dan sumber daya kurang siap untuk merespon dengan tepat. Artikel ini disusun dengan menerapkan metode penelitian kualitatif dengan studi literatur untuk mengidentifikasi bagaimana dua negara yang tergolong negara berpenghasilan menengah di Asia Tenggara, yaitu Indonesia dan Malaysia, dalam menyusun dan membuat sejumlah kebijakan luar negeri untuk mengatasai persoalan dan kekurangan sumber daya kedua negara tersebut, dalam mencari cara menyusun ulang agenda pembangunan yang telah direncanakan sebelum terjadinya krisis kesehatan global yang menimbulkan ketidakpercayaan terhadap institusi, otoritas, dan bahkan elit internasional.
