Abstract

This research is an evaluation of the implementation of the public service innovation De'Best Wayan Sadar Diri (With Bali Ecosystems for Real Data-Based Monitoring and Services). This innovation is based on improving the quality of the public service system within the Fish Quarantine, Quality Control and Fishery Product Safety Agency (BKIPM) in Denpasar. Data collection procedures were carried out using observation, documentation and interviews with key informants. The data were validated and verified based on the completeness of the elements of public service innovation (novelty, development and implementation, and ecosystem). The results showed that the De'Best Wayan Sadar Diri innovation was implemented sequentially from upstream to downstream, by applying ten tools (PAVA System, Si-Cantik Application, Si-Pelayan Sakti Application, T-Serki Application, Si-Jelita Application, MadeIOC Application, Si-KomangTegra Application, Si-Putu Pilocular System, Si-Putu Oka Cepak System, Flounder Application). Innovation sustainability strategies are carried out through regular monitoring and evaluation, as well as optimizing integrated collaboration with related agencies and various fisheries community groups. The results of the application of innovation have had a full impact on the efficiency and effectiveness of services, increased supervision of both external and internal export activities of fishery product commodities, and compliance of business actors with quarantine administration through BKIPM Denpasar.

Abstrak

Penelitian ini merupakan evaluasi terhadap implementasi inovasi pelayanan publik De'Best Wayan Sadar Diri (Dengan Ekosistem Bali untuk Pengawasan dan Pelayanan Berbasis Data Riil). Inovasi ini didasarkan pada peningkatan kualitas  sistem pelayanan publik di lingkungan Badan Karantina Ikan, Pengendalian Mutu dan Keamanan Hasil Perikanan (BKIPM) Denpasar. Prosedur pengumpulan data dilakukan dengan metode observasi, dokumentasi dan wawancara kepada informan kunci. Data kemudian divalidasi dan diverifikasi berdasarkan kelengkapan unsur-unsur inovasi pelayanan publik (kebaruan, pengembangan dan implementasi, dan ekosistem). Hasil penelitian menunjukkan bahwa inovasi De'Best Wayan Sadar Diri diimplementasikan secara berurutan dari hulu ke hilir, dengan menerapkan 10 tools (Sistem PAVA, Aplikasi Si-Cantik, Aplikasi Si-Pelayan Sakti, Aplikasi T-Serki, Aplikasi Si-Jelita, Aplikasi MadeIOC, Aplikasi Si-KomangTegra, Sistem Si-Putu Pilokuler, Sistem Si-Putu Oka Cepak, Aplikasi Flounder). Strategi keberlanjutan inovasi dilakukan melalui monitoring dan evaluasi secara berkala, serta mengoptimalkan kolaborasi yang terintegrasi dengan instansi terkait dan berbagai kelompok masyarakat perikanan. Hasil penerapan inovasi telah berdampak penuh pada efisiensi dan dan efektifitas pelayanan, peningkatan pengawasan baik eksternal maupun internal aktivitas ekspor komoditas hasil perikanan, dan kepatuhan pelaku usaha terhadap administrasi karantina melalui BKIPM Denpasar.
