Abstract

Digital transformation has become an urgent need to improve the efficiency and quality of public services, including population administration. This study aims to analyze the implementation of digital-based public services in Paseh District, Sumedang Regency, with a focus on the background, process, and challenges faced. The theory used is the technology adoption theory from Rogers (2003) which explains the stages of innovation diffusion, and the policy implementation theory from Mazmanian and Sabatier (1983). This study uses a qualitative method with a descriptive approach. Data collection was carried out through in-depth interviews, observations, and documentation studies. Data analysis was carried out using the Miles and Huberman interactive model which includes data reduction, data presentation, and drawing conclusions. The results of the study show that digital-based public services have increased efficiency, transparency, and accessibility in Paseh District. However, there are still significant challenges, such as limited digital infrastructure in remote areas, low digital literacy of the community, and the need to increase the capacity of government officials. The discussion of the study emphasizes the importance of synergy between the government and the community in supporting digital transformation, as well as the need to strengthen regulations and education to increase technology adoption. The conclusion of this study is that the implementation of digital-based services in Paseh District has a positive impact, although it requires improvements in terms of infrastructure, human resource capacity, and digital literacy. The proposed strategic recommendations include strengthening infrastructure, intensive training, and socializing digital services to the community.
